About SJPP: Supporting Malaysian Businesses with Government Guarantee Schemes

Who We Are

Syarikat Jaminan Pembiayaan Perniagaan (SJPP) is a wholly-owned company of the Minister of Finance Incorporated, established in 2009 to administer and manage Government Guarantee Schemes (GGS) under the Second Stimulus Package announced in Budget 2009.

These schemes were introduced to help Small and Medium Enterprises (SMEs) gain better access to financing facilities from financial institutions, especially those struggling with insufficient collateral.

Our Role

Following the success of the initial guarantee schemes, the Government of Malaysia has continued to expand and provide similar programmes through national budgets since 2009.

SJPP acts as the key agency responsible for managing these schemes, enabling financial institutions to extend more financing facilities to eligible businesses.

This approach encourages banks to offer better financing rates, terms, and conditions — ultimately improving the business financing landscape in Malaysia.

Through these efforts, SJPP fosters strong collaboration between the Government, financial institutions, and non-banking financial institutions to provide businesses with an alternative solution to collateral requirements.

Our Impact

Over the years, SJPP has become an essential bridge between Malaysian businesses and the financial ecosystem, helping to close the funding gap faced by many viable companies.

By supporting access to affordable financing, SJPP empowers entrepreneurs to grow, innovate, and contribute to Malaysia’s economic development.

This ongoing initiative continues to strengthen business confidence, promote inclusive growth, and ensure that more enterprises — from start-ups to established companies — have the financial backing they need to thrive.
