KUALA LUMPUR, 21 April: The government has introduced a 5 billion ringgit special facility to assist micro, small, and medium enterprises (MSMEs) in navigating the economic fallout from the ongoing conflict in West Asia.

Prime Minister Datuk Seri Anwar Ibrahim, who is also the Finance Minister, stated that Bank Negara Malaysia (BNM) will provide further details regarding this financial mechanism in the near future.

According to Anwar, this latest allocation serves as a supplement to the 5 billion ringgit guarantee previously announced under Syarikat Jaminan Pembiayaan Perniagaan (SJPP) aimed at supporting affected MSMEs.

“(The facility) is to help drive growth and act as a catalyst for companies in need.

“This assistance must also involve smaller companies and the agricultural group, smallholders, fishermen, as well as hawkers operating stalls and small restaurants,” he told reporters following a roundtable session with 20 financial institution representatives here today.

Present at the session were BNM Governor Datuk Seri Abdul Rasheed Ghaffour and Treasury Secretary-General Datuk Johan Mahmood Merican.

In a related development, the Prime Minister yesterday confirmed the 5 billion ringgit SJPP guarantee specifically to alleviate pressures on MSMEs caused by the global energy crisis and geopolitical tensions.

The SJPP scheme will benefit sectors such as construction, agriculture, logistics, and tourism by increasing financing coverage to 80 per cent, up from 70 per cent, and extending the guarantee period from seven to 10 years.

Between 2023 and 2025, SJPP has supported more than 50,000 MSMEs with financing guarantees exceeding 50 billion ringgit, remaining a core instrument for business sustainability.

The government has also introduced a 12-month transition period for Phase 4 e-Invoicing implementation until 31 Dec 2027 for businesses with annual sales between 1 million and 5 million ringgit.

Additionally, the administration is considering interim exemptions for import duties and sales tax on the re-importation of Malaysian-made goods that failed to complete export processes due to conflict-related disruptions until 31 December this year. – BERNAMA
